The XchangeBet was launched in 2005 as a result of the agreement to supply the country's gaming juridical authority, PAGCOR, the first online betting exchange platform by Inter-active Entertainment Solutions Technologies, Inc. (IEST).

IEST Inc., incorporated in 2004, was a 100% Filipino-owned, private stock corporation and is currently based in the export processing zone of Taguig City.

In 2007, the Singapore-based gaming investment entity, Pacific Gaming Investments (PGI), acquired 30% of the company and took over control in the management and operation of the company.
